Philadelphia Youth Study Center Information

The Philadelphia Youth Study Center was a department within the adult detention facility that housed youth who were arrested and charged with crimes. It was closed permanently for several reasons, and those juveniles are now housed int he Philadelphia Youth Detention Center. It covers 150,000 square feet, and provides a wide range of services for youth throughout the county. The main purpose of the facility is to house short term residential detention for juveniles who are delinquent, waiting for their court date, waiting for their adjudication, or who are adjudicated to a term of detention. Within the building are living quarters, learning classrooms and educational spaces, dining areas, counseling facilities, administrative spaces, and 10,000 square feet for the medical and dental section to provide services as needed. All medical care, mental health, and dental care are provided for the youth who are in residence. They will also receive healthy meals and snacks, as well as clothing and bedding that is regularly laundered, cleaning services for common areas, and activities to improve life and social skills. Mail: Mail is permitted, however it must be sent via mail service and may not be delivered by hand to the building. It may also be checked for contraband before final delivery, or with the juvenile before they may take it to their living area. Phones: Residents may access phones in the common areas to call parents or guardians, but the facility is not capable of accepting incoming calls. Visitation: Only parents, guardians, and other approved visitors will be permitted to visit, and they must book in advance and bring photo identification.

Postcards
The Philadelphia Youth Study Center allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.

Envelopes
The Philadelphia Youth Study Center also allows letters to be mailed in envelopes. Letters cannot contain alterations such as glitter, sticker, glue or perfume. There is no limit to the number of letters or postcards an inmate can receive. All envelopes and postcards must contain a return address that includes your first and last name and complete street, city, state and zip code location. Mail without return addresses might be discarded.

Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher. (It must contain the inmate’s full name, PPN number and address)

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate. The mailing label must include inmate’s full name, facility address and PPN number.

Books
Philadelphia Youth Study Center allows books to be mailed directly to the jail from a reputable source such as amazon.com or barnesandnoble.com. You can order them directly from your computer and have them shipped to the inmate at the address above. Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Philadelphia Youth Study Center standards will be disposed of. Only softcover books are allowed. The mailing invoice must contain the inmate’s full name, PPN number and facility address.
