About the Industrial Correctional Center
The Philadelphia Industrial Correctional Center, or PICC, was finished in 1986 and during that build was the first to institute a unit management system. When using unit management, the population is split into smaller groups that are easier to manage, rather than being housed in one large building wide unit. To incorporate this there are 13 housing units in this facility, and each one operates as a whole on its own. This includes laundry in each unit, a yard for each unit, medical space, counselling, and offices for the staff. It also is built in a way that allows each of these units to easily access classrooms for educational classes and reentry preparations, training areas where vocational skills are taught and practiced, and law libraries where inmates can learn more about their charges and what to expect. Currently only men are housed in this facility, with women and juveniles being placed in other buildings with the area. To maintain connections with others outside of the prison each inmate has access to mail, both receiving and sending, can make outgoing phone calls, and is able to receive visitors provided the have not had their privileges removed. Visits are scheduled at least 48 hours in advance at visitpdp.org/app, and you must be on the visitor list before you will be allowed to schedule a visit. These visits will be during the approved hours of 9-10am, 1-2pm, and 3-4pm. There are 10 spots for visitors during each of these time slots, and the booking is done by first come first served. If the inmate has a court date pending, a visitor may bring a set of court clothes to be provided to them on that day. Between visits inmates can make phone calls daily, and will receive 10 free minutes each day with the rest being deducted from their phone account. The phone and commissary are funded through accesscorrections.com or AdvancePay, or via the kiosks that are located in the lobby of the facility.

What is the booking process for the Industrial Correctional Center?

After being arrested, the offender is brought to the Industrial Correctional Center for booking, which is the detailed process of identifying, classifying, deciding on charges, and whether the person will either be released on their own recognizance, allowed to be released on bail, or moved into the jail until their court date.

  • To visit an incarcerated person at the Detention Center (DC), Alternative & Special Detention Center (ASD), or ASD MOD III, go to the Riverside Correctional Facility (RCF) visiting lobby.
  • Each inmate is allowed one 1-hour visit per week.
  • ALL VISITS MUST BE SCHEDULED ONLINE
  • 1 Adult and 1 Child, (6 months to 17 years of age) can visit with a parent or guardian. The adult must provide proof of custody or a birth certificate. 
  • Visitors must be at the facility at least ten minutes before the scheduled visit.  
  • Walk-ins are not permitted.   
  • Visitation is assigned on a first-come, first-served basis.
  • All appointments must be made 48 hours in advance and no more than seven days in advance of the visit.
