Program offerings include sessions on addiction, foreign languages, money management, and quilting, which is popular among both men and women.
Quilting sessions, held three times a week, involve inmates making baby blanket-sized quilts using donated materials.
Many of the quilts are donated to Borromeo Housing Inc., a local nonprofit organization that supports homeless young mothers and their children.

The jail was built in 1994 and accommodates individuals awaiting trial, sentencing, or those sentenced to 12 months or less.

Except for maximum security units on the 11th floor, inmates can participate in programs based on their compliance with jail rules.
Inmates who violate rules may be placed in disciplinary segregation, while those who pose a danger may be placed in administrative segregation.
Maximum security units on the 11th floor confine inmates to their cells, and meals are served through slots in the doors. The need for continued confinement on this floor is reassessed weekly.

Officers assigned to booking handle an influx of individuals on Friday nights, Saturday nights, and holidays, primarily for public intoxication.
Detainees are brought into the facility through back doors, some of which connect to the adjacent court.
