The Baltimore Metropolitan Transition Center houses medium security inmates, both male and female, and houses them in units that are appropriate for their needs, security needs, behavior in previous incarcerations, and among others who also share the same needs and expectations.
Baltimore Metropolitan Transition Center provides healthy meals, full medical care, access to dental care, and mental health care that includes support groups, therapy in groups or individual, and treatments that are necessary for any addictions, trauma, and other concerns.

Each inmate will be provided with an account for money to be deposited to access commissary and fund their needs and wants.
Phones are within the common areas to provide access to phone calls to family and friends, supporting the mental health of both the families and the inmates as well as boosting the safety of the facility which are accessed through an account online.
All visitors must be approved, and only one inmate may be visited at a time, with those who wish to visit more than one needing to attend on separate days. Both those who are in the hospital population and the general population will alternate between video visits and in person visits each week, with visits being scheduled by emailing: mtc.inmatevisitation@maryland.gov with full names, the name and SID number for the inmate, and must be sent with at least 24-48 hours to respond.
General population will have visits of 30 minutes Thursday through Sunday, and the hospital population will have their 30 minute visits on Saturday or Sunday.

Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
The Baltimore Metropolitan Transition Center allows books to be mailed directly to the jail from a reputable source such as Amazon, Barnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Baltimore Metropolitan Transition Center standards will be disposed of.
