Every year Duval County law enforcement agencies arrest and detain approximately 67,680 offenders.

Goode Pre-Trial Detention Facility was completed and opened in 1991 and when it was there was a shifting of over 1,700 inmates from other facilities moved into the building. It eased overcrowding and provided a safe environment for inmates who were not able to be housed in other jails or detention centers. It functions with an agreement that supports other local law enforcement and the Federal Government along with United States Marshals to house their inmates or witnesses as well. It also is the main holding for individuals who are waiting for their trial, who are juveniles, and state detainees.
Located directly behind the Police Memorial Building, it is on the edges of Jacksonville and maintains a safe and secure environment for all inmates, staff, and visitors. It is a 13 level building that has 6 main floors, mechanical levels, and a basement. In 2019-2020 the HVAC systems were renovated and repaired, ensuring comfortable temperatures and safe systems.
Healthy meals are provided by food services, recreational activities are available and time is provided for social activities and writing letters as well. Commissary is available and funded by the families, allowing inmates to access additional clothing items, snacks, personal hygiene items, and some recreational items. Each arrestee will be taken to the John E. Goode Pre-Trial Detention Facility in order to be booked and to have an assessment on medical needs, mental health support, substance use or treatment, and to determine their housing assignment, and many will be transferred out after their first court date to one of the other facilities in the county.

Postcards
The John E. Goode Pre-Trial Detention Facility allows inmates to receive pre-metered postcards like the type purchased from the post office. They also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.
Envelopes
The John E. Goode Pre-Trial Detention Facility also allows regular postcards and envelopes to be mailed to inmates. Envelopes can not be larger than 9.5" x 12.5". Nothing can be enclosed in the envelope but a letter. This includes photographs or computer generated reading materials downloaded from the Internet, regardless of content. They will be confiscated and disposed. John E. Goode Pre-Trial Detention Facility also does not allowed money, money orders or cashier's checks to be mailed to inmates. Newspapers
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
The John E. Goode Pre-Trial Detention Facility allows books to be mailed directly to the jail from a reputable source such as Amazon, Barnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address above.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the John E. Goode Pre-Trial Detention Facility standards will be disposed of. No more than three books may be shipped at any one time.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.
