The county seat is San Angelo. It was established in 1874 and organized the following year. The county was named after Thomas Green, a lawyer and Confederate soldier.
In 2020, a new facility was constructed, designed to accommodate 552 inmates, which is an increase from the previous jail capacity of 449 inmates. The relocation process was meticulously planned and executed without any significant incidents. The new facility successfully housed over 400 inmates.
The old jail facility, which opened in 1977, underwent two renovations to maintain its functionality up to the present day.

Sign up slips will be available at 7:00 am and 4:00 pm.
Be sure to have slips completely filled out and legible.
An officer will start signing visitors up at 8:30 am and 6:30 pm.
Have a seat until your number is called. When your number is called come up to the window.
Have a picture ID with you. (Valid Driver's License, State issued ID card or Military ID)
Persons under the age of seventeen (17) must be accompanied by an adult and may only visit during the evening visitation.
Those who visit with children need to keep them within arm's length. This provides for a safe and enjoyable visit.
Morning visit only 4 adult visitors allowed. Evening visit 4 adult visitors and children no limit on the amount.
Visitation Doors will be opened at 9:00 am and 7:00 pm for the first round of visits. Be sure to have your sign up slip and ID with you. Please act in an orderly manner when entering and exiting.
The same process will be followed for each visitation session. Visitations are limited to twenty (20) minutes.
If you are from out of town you may visit any time between 8:00 am to 11:00 am; 1:00 pm to 4:00 pm; or 6:00 pm to 8:00 pm. If you have previously visited the inmate, you are not eligible for an out of town visit.

In other words, you can visit your inmate in jail by using your home computer, as long as it is equipped with a microphone and camera that supports video.
When available, the jail also provides use of ‘video visit kiosks’ in the jail lobby if you do not have a computer at home. These ’on-site’ video visits are FREE.

NCIC Video Visitation fees are subject to change, but the cost to you is roughly $7.50 ($0.25 per minute) for a 30-minute visit + an additional fee of $2.00 for the connection.
