About the Otero County Prison Facility

The federal law enforcement agency uses the Otero County Prison Facility to accommodate all of their locally arrested detainees. It is operated by the New Mexico Corrections Department and is focused on rehabilitating all those who are determined to require confinement by the courts.

A wing of the facility is dedicated to federal inmates, and they are housed specifically to meet their needs. They are also allowed access to the Sweat Lodge, as well as outside recreation.

To provide available information to the community and families, Otero County Prison Facility is able to be reached at 575-824-4884 and there is an online inmate search available.

There is a Sex Offender Treatment Program offered on site, and it is offered to those who qualify. The facility is located on McGregor Range Road in Chaparral, New Mexico.

Each of the programs and services are provided in an attempt to offer a safe and positive environment for inmates to improve themselves and their lives, both during incarceration and after their release.

Inmates have accounts that are funded by friends and family who are outside of the facility that allow them to purchase commissary items, to make phone calls, and more.

What happens during booking in Otero County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Otero County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.


 

 

What is the booking process like at the Otero County Prison Facility?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

If the offender remains in jail for any length of time, the Otero County Prison Facility will allow a friend or family member to pick up the inmate's property if the offender gives written authorization for a named person to do so.

How long does the Otero County Prison Facility booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.


 

 

What happens after an offender is booked into the Otero County Prison Facility?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Otero County Prison Facility will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Does Otero County have bail?

In 2016, New Mexico voters approved a constitutional amendment to almost completely eliminate the cash bail system. The change was implemented to prevent low-risk offenders from remaining in jail before trial because they could not afford bail.  

Since this recent change in law, the Otero County judges are now able to deny bail in felony cases for the more “dangerous” accused. This in consequence keeps more, but not all people in jail without any option for pre-trial release. The arrested are either released on a personal recognizance bond or held based on a judge’s assessment of the danger they pose to the public. Very few are released on bail.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
