The Clinton County Jail maintains an average of 32 offenders in custody on any given day. The Clinton County Jail has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. Every year Clinton County law enforcement agencies arrest and detain approximately 7,920 offenders.

Up to 40 inmates of Clinton County are held here at one time, on either misdemeanor or felony charges, and they will remain both before their trial and after their sentence has been provided.
A roster is maintained and updated every 24 hours to provide status updates on all inmates and detainees and staff are able to provide information on bail and other procedures along with some information about inmates by calling 816-539-2156.
The Clinton County Jail provides for all of the physical needs of inmates from nutrition to medical care, and the mental health needs through classes, programs, and contact with their loved ones.
Inmates can make commissary purchases once each week with money that is added to their inmate account by those who are not incarcerated. Adding money to the account of an inmate can be done either at the kiosk that is located within the lobby of the jail or through online access.
As studies have shown that contact with family members and friends during incarceration can improve mental health of inmates and thus improve the safety of the facility, there are several ways to communicate with an inmate including mail, phone calls, and visits.
Phone calls are prepaid, and inmates may only make outgoing calls with no incoming calls accepted. To add money to the prepaid phone account there is a kiosk in the lobby and there is also online access, in addition to the ability to leave a voicemail for inmates who have earned that privilege.
In addition, messages, video visits, and sending photos is also available with no limit on how any messages or photos that can be sent. This system requires an account that can be made online and there is a small fee for each of the messages, video or other, that are sent.

... and each piece of mail that enters or leaves the building will be checked for contraband first to prevent items from entering the jail that may be dangerous to those within.
Fifteen (15) minute visits are provided for all inmates unless they lose the privilege for a period of time, and there is both offsite access and kiosks onsite for those who do not have other access. Visits may occur Monday through Friday 5pm-10pm or Saturday and Sunday 8am-10pm and scheduled through an online account.
The jail has been operational since 1972, and is way overcrowded. Recently Platte County, which is proposing a new 471 bed jail, has contacted this county to see if they want to commit to a certain number of the beds in advance of construction to help defray the cost of building it.
