This facility, built in 1984, incarcerates both male and female inmates. There are 1,000 inmate beds. More than half of the inmates in Wayne County Jail I are awaiting their trials.
Wayne County Jail I inmates require the most supervision of any of the three Wayne County jail divistions. Inmates in this jail need intense monitoring or have medical problems or psychiatric issues. Although changes were made, particularly since the Covid-19 pandemic, the Wayne County Sheriff's Department has been unable to provide a safe invironment for the inmates themselves or the staff that work there.
Deaths of both guards and inmates have prompted investigations that have determined that understaffing is a chronic problem, as are unsanitory and unsafe conditions. Where Wayne County Jail I was designed to have five guards to a floor--one stationary guard in the center of the unit and four roaming guards in each of the four corners, they have not been able to recruit or keep enough guards to fill these roles.
A new Wayne County Criminal Justice Center has been under construction for several years, and as of August 2023, it still had not opened despite cost overruns. The new facility will include, among other functions, a courthouse, a juvenile detention facility and an adult jail. Inmates will no longer have to be transported to other locations for their hearings.

Collect calls allow you to accept and pay for calls to your land line (only) phone account. This means that if you accept your call from your inmate, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Prepaid calls (Direct Calls)
With Prepaid Calls you can set up your account so that the inmate can only call you and/or you can just deposit money in their account and they can purchase prepaid phone cards through their commissary and call whoever they choose, provided the Wayne County Jail I approves of the phone number.
