The top capacity of the Central Valley Juvenile Detention and Assessment Center is 260 youths, but due to budget concerns and staff it houses only up to 220 youth at one time. When assigned to the facility a full intake is conducted to determine housing assignment and to assist in creating a program and group of resources that will best help that individual youth. Rules and expectations are all explained at that time, and they are provided with bedding, hygiene items, and clothing. The orientation is provided to set up each resident for success during their stay, and to prepare for their needs. Behavioral Health and social awareness are both a part of the programs offered to help the youth to have an easy reintegration with their community. Volunteer opportunities and community service are also used to encourage youth to feel a part of the community around them and to foster a sense of responsibility to that community. Mail, visits, and phone calls are all a key part of the family reunification process that occurs when a young offender has found themselves distant from their family and can be a good predictor of reduced recidivism in many cases. Mail: All mail will be checked to ensure it is not from someone who is on probation or in another facility, and that there is no contraband, but the amount of mail is unlimited. Time is provided frequently for youth to write letters and to read the letters that they receive. Letters should be addressed to the youth, complete with booking number, at the facility at 900 E.
