The Fresno County Main Jail is the center facility and it is flanked on either side by the North Annex and the South Annex, with many of the detainees going through the main facility for their booking and intake.
Immediately after an arrest, individuals are taken to the local police station where they will be interviewed, reports will be created, and if the arrest is driving related or involves suspicion of alcohol being presence a breath, urine, or blood test may be requested.
Once this process has been completed, which may take a few hours, they will be transferred to the Fresno County Main Jail or one of the annexes for their booking and screening then classification. If they qualify for and can make bail this may be the end of their experience, with bail being accepted around the clock, while others will be assigned to a cell that will have their assigned bed. Classification will determine the custody and security level and takes into consideration not only their current charges but past behavior in a detention center, criminal history, and if there are any incidents of violence in their prior records. Results of the classification interview are used to house inmates who are similar classifications together, improving the safety of all the inmates and the staff.
Each inmate is also provided with a handbook that outlines rules and regulations, expected behavior, procedures, and details on visits and mail or phone calls so they can adapt to their assigned housing quickly.
Along with having all their basic needs met, inmates also have access to many programs that are focused on providing skills to reduce recidivism, improve employability, and provide necessary social skills. These include academic classes to support adult basic education, English as a second language, and personal skills development including cognitive thinking, relationship building, seeking employment, parenting, money management, and interpersonal skills. Legal research and use of the library are provided, along with child support services, a library and other recreational activities, drug and alcohol education and support groups, and religious programming for those who choose to attend.
Exercise and recreational opportunities are offered each day, and there will be time for personal hygiene, time for writing letters, eating meals, and other tasks. A Transition from Jail to Community program is also in place and works as a reintegration program and housing option for those who are being released soon and require additional support in the transition, who are medium to high risk to reoffend, and who qualify on other criteria.
Inmates are able to order from the commissary or receive packages ordered by friends or family, and they are encouraged to write letters, make phone calls, and to have visits with their family to support mental health and boost their support system outside of the facility.
Mail: Mail for all of the facilities, the Main Jail, North Annex and South Annex, are all sent to the same address where they will be checked for contraband before delivery.
