The decision to detain youth comes from the Youth and Family Services department, who is responsible for identifying, preventing, and resolving conditions that are contributing to the delinquency of youth including maltreatment, truancy, uncontrollable behavior, and others. Also under this umbrella is Juvenile Justice, Child Protection, Child Welfare, Children’s Long Term Care, Foster Home Coordination and Kinship Care. The first step into these programs is the intake which includes an assessment with the assigned social worker to determine what services are needed and what strengths the youth has to assist in their programs. Law enforcement will refer youth who are 10-17 years of age and who have broken the law or violated the criminal code in some way. Other referrals for protection services will include those up to 18 years of age who are showing uncontrollable behavior or under 10 who have committed a crime as they will not be assigned through the courts to detention but rather put into the shelter area. Social workers may discuss with the district attorney alternatives to detention including deferred prosecution, supervision, and community treatments, while detention focuses on the safety of the community and teaching accountability and responsibility. Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The Washburn County Juvenile Detention allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
