In 2022, a Federal lawsuit was filed against the Menard County jail for failing to adhere to proper procedures in dealing with an inmate who claimed to be suicidal. The inmate in question, Michael Kozletsky, 42 years old, was arrested on May 14, 2020, following a crash investigation. After the arrest, Kozletsky was transported to a local hospital for a blood draw and allegedly refused medical treatment.
Subsequently, Kozletsky was taken to the Menard County jail. However, due to his behavior, the jailers decided not to complete the intake booking requirements. The Texas Commission of Jail Standards (TCJS) mandates that all jails must complete a one-page form for individuals being booked-in, which primarily addresses mental health issues to assess the risk of suicide. Unfortunately, the Menard County jail failed to complete this form for Kozletsky.
At the time of his arrest, Michael Kozletsky expressed that his life was over, stating, "I'm done," and even predicted that he would be dead the following day.
Despite Kozletsky's statement about his imminent death, the jail only placed him on a 30-minute watch, which required jailers to check on him in his cell every 30 minutes. Additionally, he was not provided with suicide prevention clothing and instead given standard jail attire. Inside his cell, there were two towel hooks for hanging towels or clothes after showering, along with a clean set of jail clothing and bedding. Tragically, Kozletsky used the hooks and the jail-issued clothing to hang himself less than a day after being booked into the Menard County jail. Furthermore, it was revealed that the Menard County Jail had not received suicide prevention training since 2018, and the suicide screening form was not completed for Kozletsky.
