Twelve housing pods, with three of them being in full use now and the remainder ready for opening when required, and the combined capacity allows for housing up to 1450 inmates with up to maximum security levels. It functions separately yet in tandem with the downtown location, and also provides all transportation needs for inmates both to and from the courthouse or medical appointments as well as to other facilities.
Within El Paso County Jail Annex most of the services and care is provided within the housing pods to limit the movement of the inmates around the facility. Meal service, commissary, distributing medication, and others are all taken to the pods and provided directly to the inmates with no requirements to move inmates, while medical care, the law library, require that they go to the location within the building. Life and social skills programs are also offered, along with educational opportunities to promote personal growth and development. GED classes are provided both for those who are under 21 and must attend as well as for those who didn’t finish high school, adult education is provided for ongoing learning and even college credit classes.
Vocational and work programs provide the chance to learn new employable skills and to gain knowledge in new areas, which make it easier to gain employment after their release as well as provide a way to give back to the community. PAWS is a specialty program that operates out of El Paso County Jail Annex, in partnership with the Human Society and Animal Rescue League of El Paso to provide dogs that are on their last chance to be trained. Inmates work with the dogs on kennel management, command training, and the care of the animals. It has been shown to reduce recidivism and has assisted inmates engaged in the program in finding gainful employment after they have finished their center.
Visitation hours are provided for each to have visits with their family, which also improves mental health and provides results of lower recidivism rates and better success after a sentence, with the visiting days and times being determined by pod and posted on the website /city-and-county-jails/texas/el-paso-county/el-paso-county-jail-annex/visit-an-inmate.
