Because it is in Texarkana, on the border of Texas and Arkansas, it works with botht he local police in Texarkana, the Bowie County Sheriff's Office in Texas, and the Miller County Sheriff's Office in Arkanas, to book and process offenders in those jurisdictions.
Up until 2021 it was managed by La Salle Corrections, a privately held correctional company with jails and prisons in Texas and Louisiana, but was handed back to be managed by the Bowie County Sheriff's Office, a county twice the size of Miller County, Arkansas.

Choice 1 - Dropping Money at the Jail
Bring money to the jail in person.

Choice 2 - Deposit Inmate Money Online
Bi-State Jail and others often use a private company to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.
Go to the online site for depositing funds. You will need to register an account, which is free to do and use a debit/credit card for the deposits.
Choice 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union.
Make the Money Order out to the inmate's name and put their Inmate ID# in memo section of the Money Order.
Call Bi-State Jail at 903-798-3199 to confirm the address to send the money order to and how they want it made out.
Failure to do this properly will delay your inmate getting his account credited and may require you to have to resubmit a second money order.

The Bi-State Jail allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature. Newspapers
Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
The Bi-State Jail allows books to be mailed directly to the jail from a reputable source such as Amazon, Barnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Bi-State Jail standards will be disposed of.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.
