It is located in the Florence County Law Enforcement Complex, a collection of single story brick and concrete buildings in Effingham, South Carolina. The actual address is 6719 Friendfield Rd, Effingham, SC 29541. The detention center shares a building with the Florence County Sheriff's Office, after moving out of the county courthouse several years earlier.
The Florence County Detention Center has 15 officers on every shift, with many support staff who are both civilian and trained officers. All of the inmates needs are met while they are incarcerated at this location, including clothing, space to sleep, three meals every day that are focused on nutritional needs, and access to medical treatment, mental health treatment, and addiction treatment. It is well accepted that having contact with loved ones is also necessary for the mental health and the potential success and reduction of recidivism. To meet this need, the SMART visitation, phone, and message system allows for friends and family to create an account to fund phone calls, visits and a secure digital texting service. Smart Jail Mail also allows for images and photos to be sent to the inmate via a tablet or kiosk at the jail. Messaging is a faster way to communicate than to wait for a visit or phone call, and allows loved ones to contact the inmate on their own time. Each of these are monitored and any content which is not permitted will be rejected and not delivered to the inmate.
There are also three ways to have a visit with an inmate including remote visits, video on demand, and onsite visits. Remote visits are during visiting hours and are either 30 minutes long, rather than being scheduled you may attempt to begin a visit anytime during visiting hours. Video on demand allows inmates to initiate a video visit on their own when they have, but they must be answered within 3 minutes or they will be cancelled. On site visits provide kiosks at the jail where visitors can begin a visit during visiting hours at the jail itself. All visits are completed through video at this time, and will not allow for contact between visitors and inmates. When contacted by the inmate with their outgoing phone call, they will supply their specific visiting hours.

You cannot leave messages for inmates, however if there is a serious issue such as a death in the family, the jail will arrange for a Chaplain to deliver the bad news.
