For the Police Department it functions as their long term lock up as they only have a small temporary holding facility otherwise. It was completed and began operation in 1996 and averages just over 3100 bookings each year.
Visits are encouraged and visiting hours occur Monday to Friday from 9am until 6pm, and access to phones for outgoing calls during the same hours is provided for all inmates.

The Work Release Program offers an opportunity for qualified inmates to maintain their day job and return to work each morning, while reporting directly back to the prison after work. They are limited to the number of hours a week they work, and they must remain in the facility at least one full day each week. Each of these is aimed to help offenders learn the skills required to prevent a return to jail, overcome obstacles and addictions, and help them to move forward after their release.
