⇓ Learn more ⇓ Show lessThe Northern Oregon Regional Correctional Facilities (NORCO) is the housing solution for detainees and inmates from Wasco County. It serves four counties and uses their combined resources to remain functional and up to date. It can house 154 inmates with the ability to expand to a maximum of 212 when needed.
Located directly within The Dalles, Oregon, it is also the main booking facility for Wasco County. Included within these counties are Wasco County, Hood River County, Sherman County, and Gilliam County.
Each county is allotted a certain number of beds to use based upon their arrest statistics and population.
As a fully functioning facility there are inmates serving short sentences alongside those serving long sentences and facing more serious charges. It is staffed around the clock and open every day of the year; bookings are available to local law enforcement at any time.
If you have questions regarding an inmate or the programs and services provided, the staff can be reached at 541-298-1576, and an online listing of all the detainees is published for your own investigation.
Upon intake, the booking process is completed, which includes a medical screening, fingerprinting and mugshots, DNA sample, along with an assessment to determine security needs, medical needs, mental health requirements, and housing assignment.
Staff is available to transport all inmates to court dates and any medical appointments or emergency needs, as well as inspecting all mail for contraband, receiving commissary funds and other money for inmates, maintaining the safety of the community and the security of the facility, and other tasks.
The NORCOR Adult Corrections also provides several other services to inmates including basic needs in meals, laundry, and hygiene items, and programs including AA, counseling, religious programs, education, recreation, and opportunities to grow social and life skills.
Along with the efforts made by the staff, reduced recidivism is seen when inmates are able to stay in contact and supported by their family or friends who are not incarcerated so mail, phones, and visits are provided.

To find out if someone you know has been recently arrested and booked into the NORCOR Adult Corrections, call the jail’s booking line at 541-298-1576.
There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.
Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.
If you don’t want to check up on an offender by calling the jail, you can also try looking up people recently booked online.
NORCOR Adult Corrections Booking Roster
After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Wasco County for booking.
Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.
Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Wasco County and other Oregon and USA jurisdictions.
If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.
It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.
The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.
During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.
Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.
At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.
If the offender is being detained and housed while awaiting arraignment, the NORCOR Adult Corrections will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.
Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.
Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.
If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.
Yes, Wasco County does have bail, but not in the traditional sense. Bail, also called a “security release agreement”, can be either personal recognizance or cash or a cash bond.
The State of Oregon does not allow a commercial entity to make money on securing a bond so there are no bail bond companies.
Pay the full bail amount in cash from the defendant, family or friends, or, Cash percentage in lieu of bonds. If the bond order permits, the defendant pays 10 % of the bond amount to the jail or court, which then holds the money until the case is over. 85% of the paid amount is returned if the defendant is acquitted or the case is dismissed with the remaining 15% to cover court costs. The defendant, family or friends can sign off on the bond.
Oregon uses a predetermined bail schedule, so an officer can determine bail at booking. For more serious crimes, a judge is required to set the bail at the first appearance/arraignment.
For less serious and non-violent crimes bail is set according to a bail schedule and this information will be made available during the booking process. For cases requiring a judge to set bail, a hearing will be set within 36 hrs. of arrest, not counting weekends or holidays.

After an adult has been custody for 30 days or more, they may request a 1 hour on site 'face to face' visit.
The adult in custody must submit a request in gettingout/ViaPath to the Sergeant which should include the names and relation of the people they wish to visit.
There is a limit to 4 (four) people, or two adults and two children.
Once approved by a Sergeant, the visitor must call the administration office during regular business hours to schedule the visit. Days and times for those visits are based on facility schedule and location availability.

Types of Phone Calls
Collect Calls
Collect calls allow you to accept and pay for calls to your land line (only) phone account. This means that if you accept your call from your inmate, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Additional fees, costs, restrictions may apply.
Prepaid calls (Direct Calls)
With Prepaid Calls you can set up your account so that the inmate can only call you and/or you can just deposit money in their account and they can purchase prepaid phone cards through their commissary and call whoever they choose, provided the NORCOR Adult Corrections approves of the phone number.
Quick Connect
Quick connect is an alternative to collect calls. It allows you to quickly pay for a phone call with your credit card. When your inmate calls you, follow the instructions from the automated voice system to pay for that one phone call, directly billed to your card.

1. Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.

How Uploading Photos Works
Watch this video on how to upload a photo.
1. Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).

Emailing Messages & Photos
Facility_name_1} contracts with GTL GettingOut, the same service that handles iInmate Phone Systems and Video Visitation, for sending secure messages and photos between you and your inmate.
If you are not already registered, do so here, or Log in.
Then use the Facility Finder to:
1. Select NORCOR Adult Corrections,
2. Add your inmate to your list of contacts,
3. Add a credit or debit card to cover your costs.

The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
Tablets offer specialized content and services for inmates to use during their stay at NORCOR Adult Corrections, such as:
- Free services are already available for use on the device at NORCOR Adult Corrections.
- Subscription services are funded separately by family and friends with deposits made into an inmate’s Debit Link account.
- NORCOR Adult Corrections Inmates will then be able to purchase subscription services and premium content to enjoy.

These other services come with fees that you can pay for when you pay for phone service.
