The Lincoln County Juvenile Department has many responsibilities for juveniles who are 17 years old or younger, who have committed or are charged with committing acts that would be considered illegal if they were adults. The charges are held in juvenile court, and many programs for diversions to detention are attempted before a youth is determined to require detention. Serving the court and the surrounding community, the department manages the safety of the community in regards to juveniles, is responsible for holding the juveniles responsible for their actions and decisions, and provide the youth with the tools and skills to prevent recidivism. Alternatives to detention include community service, home supervision, juvenile detention, a shelter program, treatments for juveniles, referrals to further treatment or services, restitution, and screening and assessments. All juveniles are provided with opportunities to improve their coping skills, learn new ways to manage conflict and make positive choices, treat any addictions or substance abuse, and to offer mental health support. Educational needs are also addressed with cooperation from the public school board, to ensure that each is provided the classes they need to graduate. Mail: Where mail is permitted, it must be fully addressed, have a full return address, and may be inspected for all contraband. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
