Sitting on a stretch of land outside of the town, the red brick building is two stories tall and covers a vast expanse of land complete with loading area using garage doors for access, both indoor and outdoor recreation spaces, and several housing pods.

Inmates who are held at this location are mostly awaiting their trial, though some will serve short sentences around a year long at this location as well, allowing offenders of Washington County to remain in their own community and receive family support during incarceration.
Using a central control center to monitor the extensive cameras throughout and to control the doors, inmates are monitored at almost all times in housing areas as well as halls and recreational spaces. Eight housing areas are in place with dorms, individual holding cells, booking cells, and others.
Within housing units there are open doors from 5:30am until 10:30pm allowing inmates to move around the space and attend programs, enjoy recreation, interact socially with other inmates, write letters or read books, and use the phones as well as engaging in visits. To lower the need for transportation, video arraignments are held within the facility at the onsite court room.
Both food services to cook all the meals and laundry services are onsite and support inmates through clean clothing and healthy meals, while medical care and counseling for mental health are also provided. Inmate support and mental health is also supported through the use of contact with their family and their friends, which is accomplished through mail, phone calls, and visits.

• Visitors under the age of 17 must be accompanied and supervised by an authorized adult visitor.
• Visitors who 'arrive' after the scheduled start time may not be allowed to visit.
• Clothing must cover all private/sensitive body areas.
• The visitation schedule may be canceled or altered on holidays or for safety/security reasons.
• Washington County Jail can disconnect, deny, change, or cancel a visit at any time.
• Internet connectivity issues during offsite visits will NOT be refunded.
• Each visitation session will show a timer to display elapsed time.
