About the Jefferson County Jail

Flags of the United States and the state of Ohio stand guard outside the entrance to the large brick and glass building that houses the Jefferson County Jail in Jefferson, Ohio. Larger windows on the main and second floors contrast the smaller windows that are placed above and mark the cells of those who are housed there.

Inmates incarcerated here are offenders arrested in Jefferson County that have recently been arrested for a felony or misdemeanor, are awaiting trial, or have been found guilty for their crime(s) and have been sentenced to one year or less.

This jail is operated by the Jail Major and two lieutenants. It encourages visitors to carry identification in order to be admitted, and to leave valuable items at home or in the car to prevent lost items. Anyone who is visiting can be searched for weapons or other contraband.

Fingerprinting for background checks for the general public are also provided. This can be done by appointment for an electronic version, which has a small fee but will provide fast results, or an ink and paper fingerprint can be done on a drop in basis during business hours and requires no fee.

Phone calls can be made to book appointments with inmates, however it may be required to leave a message and await a return phone call, as the processing of the people who are present at the time will require focus and attention.

VISITATION RULES

  • Each inmate is allowed only one visit per day.
  • Proper attire is required. No low-cut blouses, tank tops, short skirts or dresses, tight shorts, hats or any other form of provocative dress will be allowed. Shirt and shoes must be worn.
  • All visitors must provide proper state or government issued photo identification (i.e. driver’s license, foreign id or passports) for inmate visitation.
  • Visitation is limited to two adults and two children only.
  • In-house video visitation is available at no cost. A video visit last 15 minutes, therefore visitors will be allowed two video visits per day. Visitors may only use this system on the inmates assigned visitation day, whenever the inmates have free time.
  • Off-site video visitation is available through http://secure.visitel.us for a fee. Off-site video visitation can be accessed from your home computer or cell phone and  is unlimited, however it will only be accessed during the inmates free time.

Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Texting and Emailing an Inmate

How Can I Communicate with an Inmate in the Jefferson County Jail using an Online Messaging Service?

Jefferson County Jail uses the services of Inmate Sales to allow text messaging communication between inmates and their friends and family.


Chirping is the product name for inmate texting.  
This product allows inmates to send chirps (texts) to friends and family members.


Here's how it works:

  • First you must register, and then funds are added to the inmate's account. If you want to pay by phone, call 877-998-5678.
  • When an inmate gets the device they may send 5 free automated messages each day for the first three days of possession of the chirping device.  
  • These automated messages will inform the person the inmate Chirped who is sending the Chirps and the facility they are Chirping from.
  • It will then ask them to go to a direct link to the inmate's account on the Inmate Sales website.
  • The website will then instruct them to use a credit card to put money on the inmate's account.  

Cost of Chirping:  

  • Inmates will be charged a monthly service fee of $4.00.  Inbound and Outbound Chirps are $0.10 each.
  • If an inmate has available funds on their chirping device they will be able to chirp any cell phone and that chirp will appear to be a normal text. 
  • If you wish to stop receiving Chirps from an inmate, reply to the Chirp with STOP.
