It is operated by the Sheriff’s Office and provides care and keep for around 1,500 inmates of all security needs, with minimum, maximum, and medium security inmates all being housed in the correct housing units based upon their classification upon intake.
This classification considers their current charges, past charges, behavior in previous incarcerations, and safety risks.
To meet the security needs of all areas, there is a combination of direct supervision which has officers in the housing units where they are interacting with residents regularly, and indirect supervision through use of a central control and monitoring room paired with cameras throughout.
Nurses are on staff and onsite around the clock, with regular medical care provided as needed, mental health assessments ensure that each resident receives the mental health care that they require, and there are court services to provide all necessary considerations to the courts for bond and sentencing recommendations.
Several educational opportunities are present including academics, substance use education, GED or high school education, and some ongoing education is provided by licensed teachers.
While meals and clothing are supplied, a commissary is accessible that allows inmates to access additional supplies and hygiene items, and they may access phones to call loved ones each day.

Envelopes are removed but they may have letters that they receive, along with up to 5 photographs under 5x7 as well as cards that are no bigger than 6x8, no books or magazines may be sent this way but must come directly from the publisher.
To visit an inmate, it must be scheduled at least 1 day in advance, up to 2 weeks, on the website. To access a video visit onsite with the kiosk it must be Monday to Friday between 8am and 10 pm or weekends 8am to 7pm. Remote visits are accessible every day 8am to 10pm.
After being arrested, the offender is brought to the Kent County Correctional Facility for booking, which is the detailed process of identifying, classifying, deciding on charges, and whether the person will either be released on their own recognizance, allowed to be released on bail, or moved into the jail until their court date.

• You must check-in 15 minutes prior to the scheduled visit.
• Valid picture identification (e.g., driver's license, State I.D., or Military I.D. with picture) is required of all visitors, with the exception of children under the age of 17.
• Visitors under the age of 17 must be accompanied and supervised by an authorized adult visitor.
• Visitors who 'arrive' after the scheduled start time may not be allowed to visit.
• Clothing must cover all private/sensitive body areas.
• The visitation schedule may be canceled or altered on holidays or for safety/security reasons.
• Kent County Correctional Facility can disconnect, deny, change, or cancel a visit at any time.
• Internet connectivity issues during offsite visits will NOT be refunded.
• Each visitation session will show a timer to display elapsed time.

Postcards
The Kent County Correctional Facility allows inmates to receive pre-metered postcards like the type purchased from the post office. They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.
Envelopes
The Kent County Correctional Facility also allows letters and card to be mailed in envelopes to inmates as long as the envelopes are not larger than legal-sized. You cannot alter the envelopes or letters with substances or stickers, etc. The envelopes themselves will be discarded, so write your return address on the letter as well, just in case your inmate does not have your address. There is a limit of (5) five photographs per piece of mail, no larger than 5x7 inches.

News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. They must be addressed as above. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
Books
You may mail softcover books to your inmate if you have them mailed directly from a publisher or an online vendor such as Amazon.com or Barnes and Noble.com.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Kent County Correctional Facility standards will be disposed of. Hard cover books will not be accepted by the jail due to their potential to be used as a weapon. Inmates may receive up to three books/magazines in an order.

Family and friends are able to order care packages for inmates. Up to $35 a week can be spent on these packages. Items available have been identified by the Correctional Facility as basic needs. The money spent on the care packages is above and beyond the $85 inmates are able to spend on commissary. Orders must be submitted no later than 6:00 A.M on Thursday for delivery that week.
