About the Wayne County Correctional Center

The 416-bed Wayne County Correctional Center operates as a podular indirect supervision facility and provides safe and secure incarceration for all of the offenders who are arrested within Wayne County. The podular indirect method provides housing pods that include cells surrounding a common area, and they are supervised mostly through the use of cameras throughout the pod and regular check ins or walk throughs by the detention officers.

Having opened in 2004 it underwent a renovation in 2018 that upgraded the security system and plumbing, improved the kitchen facilities, replaced the lighting system with LED, replaced the HVAC system, then upgraded the water system, showers, and housing.

Each offender will undergo an assessment upon arrival, and this will be used to classify them into the correct housing and programs for their incarceration. Classifications within Wayne County Correctional Center include Inmate Worker, General Population, Restricted Custody, and Maximum Security, while others may be temporarily put into protective custody and administrative segregation. Seriousness of charges plays a large part of what the classification will be, along with previous behavior during incarceration and any prior charges.

Worker inmates will be provided with assigned tasks throughout the building to help care for the space including food services, janitorial, laundry, and similar tasks.

Video visitation is also provided, and there is an option to access it remotely online, and there is also a visitation area in the building with kiosks that can be scheduled for onsite visits. Visits are 15 minutes in length and occur every day, with hours being 7am-12:45pm, 1:30pm-5:45pm, 6:30pm-10:45pm, and lockdown visitation may occur 11:30pm – 2:30am. Chirping is the product name for inmate texting.  
This product allows inmates to send chirps (texts) to friends and family members.


Here's how it works:

  • When an inmate gets the device they may send 5 free automated messages each day for the first three days of possession of the chirping device.  
  • These automated messages will inform the person the inmate Chirped who is sending the Chirps and the facility they are Chirping from.
  • It will then ask them to go to a direct link to the inmate's account on the Inmate Sales website.
  • The website will then instruct them to use a credit card to put money on the inmate's account.  

Cost of Chirping:  

  • Inmates will be charged a monthly service fee of $4.00.  Inbound and Outbound Chirps are $0.10 each.
  • If an inmate has available funds on their chirping device they will be able to chirp any cell phone and that chirp will appear to be a normal text. 
  • If you wish to stop receiving Chirps from an inmate, reply to the Chirp with STOP.

Wayne County Correctional Center now offers Inmate Sales Tablets to their inmates.


Inmate Sales also handles inmate phone systems, video visitations, email and texting (they call it chirping) and digital letters.

The tablets can be rented on a monthly basis (or are given to the inmate use for a limited time) and while not directly connected to the internet, the inmates can use them for the following activities:
