Juveniles who are facing legal consequences or actions, are determined to require detention for the safety of themselves or others or are determined to require restriction for the safety of the community. There are several steps taken when a youth arrives, including a screening to determine their housing needs and what services are required for their individual needs, determination of how much supervision they require, ensure they are aware of rules and regulations, and assign their classes and programs. Youth and adult detainees are not to see or hear each other, so they remain solely in the juvenile center, and adults who are incarcerated, on probation, or paroled, will be permitted on the property even to visit. The mission of the juvenile justice is to reduce or remove the need for detention centers or jails for juveniles, and to protect the community while also gaining accountability from the youth. The ARISE program offers support and education for life skills such as gang resistance, nutrition, finances, hygiene, parenting, and more. Horses are onsite a few times a year for youth to ride, and parents are permitted to observe their children's interactions with them as they ride and care for the horses. Another program has broken bikes brought in and police help the youth to repair the bikes so they can be used again. A garden is also present to encourage time spent outdoors and to teach gardening.
