It has a capacity of 152 beds, and is a direct supervision correctional facility. Visitation is permitted Monday-Friday from 12:00 pm to 3:30 pm, and also online from 7:30 am to 10:00 pm. Inmates are allowed two 45-minute on-site video visits per week. It is primarily a temporary holding facility before inmates are transferred to Camp Verde, however due to the need to keep competing gang members apart, some inmates will spend their time there until they are released.
Educational tours of the juvenile detention center are available to the public on the second Saturday of every month at 10:00 a.m. The facility offers various classes and learning opportunities to inmates and is also used to detain juveniles. It has implemented a COVID-19 Management Strategy Update, which includes not accepting inmates from county jails. The Chinn Justice Center was built to contain both the detention facility and courts within one secure structure in order to reduce the risk of transporting inmates between Camp Verde and Prescott. The Downtown Prescott Detention Holding is unique for its "Connections Center", which connects those released from jail and from inpatient mental health evaluations with resources to help them reintegrate into society. It is the booking facility for Yavapai County, providing law enforcement and detention services to the citizens of Yavapai County, Arizona and there is also a separate, larger facility in Camp Verde.
