About the Jacksonville Community Transition Center

The Jacksonville Community Transition Center provides housing only to sentenced inmates, both male and female, who are engaged in the Work Furlough Program or the Substance Abuse Treatment Program also known as Matrix House, and other inmates who are part of the work crews for the county.

This allows for the security to be suited for those who will have differing schedules and need to have access to other areas to complete their responsibilities. These can include laundry, landscaping, janitorial, food services, and maintenance, as well as some jobs and projects for the county and surrounding community.

After an arrest in Duval County each of the arrestees will be taken to the Pre-Trial Detention Center where they will be booked and assessed, this assessment leading to many decisions about how their detention will go. After the assessment they will receive any medical care that is needed immediately and for ongoing conditions including providing their prescriptions as instructed, and after they are assigned to housing the plans for their programs and any mental health services will be designed, with those who will be working or who are treated for substance abuse being sent to the Jacksonville Community Transition Center.

Inmates will be provided with healthy meals, they will receive all required medical care, dental care is available as needed, and mental health services are provided both individually and in groups. Other programs address addictions, money management, anger management, adult education and access to GED classes, among other programs aimed to improve life and social skills. Recreational opportunities are provided with several activities being available.

Inmates are also encouraged to remain in contact with their immediate family and to maintain a support system for their release through mail, phone calls, and visits. 

Mail: Mail must follow the rules including being in a plain white envelope, containing no adult content or polaroids, and it must contain a complete return address.

Phones: There are phones available, and inmates are able to call their approved contacts but not others involved in their case, other detention centers, or those who are victims of their crimes. Phones are funded online below, or through the website for the Sheriff’s office. 

Visitation: All visits are through video, and there is a provided video visitation center at 500 E. Adams Street, Jacksonville, that is open from 9am until 7pm Friday, Saturday, and Sunday. Visits are booked at least 24 hours in advance. Remote visits are also able to access video visits from home after creating an account as directed below, and on the Sheriff’s website.

To find out if someone you know has been recently arrested and booked into the Jacksonville Community Transition Center, call the jail’s booking line at 904-630-2856.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

What happens during booking in Duval County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Duval County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Jacksonville Community Transition Center?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Duval County and other Florida and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Jacksonville Community Transition Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Jacksonville Community Transition Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Mailing an Inmate

How do I Mail an Inmate in the Jacksonville Community Transition Center, and what can I send them?

Postcards
The Jacksonville Community Transition Center allows inmates to receive pre-metered postcards like the type purchased from the post office. They also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.

Envelopes

The Jacksonville Community Transition Center also allows regular postcards and envelopes to be mailed to inmates. Envelopes can not be larger than 9.5" x 12.5". Nothing can be enclosed in the envelope but a letter. This includes photographs or computer generated reading materials downloaded from the Internet, regardless of content. They will be confiscated and disposed. Jacksonville Community Transition Center also does not allowed money, money orders or cashier's checks to be mailed to inmates. Newspapers
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The Jacksonville Community Transition Center allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address above.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Jacksonville Community Transition Center standards will be disposed of. No more than three books may be shipped at any one time.
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

  • All mail sent to an inmate at the Jacksonville Community Transition Center must include the sender's name and mailing address in the top left corner of the envelope or postcard.
  • All mail must include the facility's address, as well as the inmate's name and assigned number.
  • Failure to include your return address will most likely result in your mail NOT being delivered and your letter destroyed.
  • The Jacksonville Community Transition Center has a zero-tolerance policy regarding mail violations.

Emailing Messages & Photos

Facility_name_1} contracts with GTL GettingOut, the same service that handles iInmate Phone Systems and Video Visitation, for sending secure messages and photos between you and your inmate.
 
If you are not already registered, do so here, or Log in.

Then use the Facility Finder to:
1.  Select Jacksonville Community Transition Center,
2. Add your inmate to your list of contacts,
3. Add a credit or debit card to cover your costs.

  • Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.  
  • After you click the “CONTINUE” button, you can review the cost to send your message to your inmate. You can also attach credits for your inmate to reply to your message.  Be sure to accept the Terms and Conditions and click the “SEND” button for your message to be successfully delivered to your inmate.

Do Inmates in the Jacksonville Community Transition Center have Access to Tablets or Computers?

Jacksonville Community Transition Center allows inmates access to tablets to use for the services provided by 'gettingout'.


The devices are similar to common handheld tablets, but are made exclusively by GettingOut, a GTL / Viapath company.
Tablets offer specialized content and services for inmates to use during their stay at Jacksonville Community Transition Center, such as:

  • Music
  • Books
  • Games
  • Education
  • News
  • Radio
  • Television
  • Read mail and messages
  • Video visits

-  Free services are already available for use on the device at Jacksonville Community Transition Center.
-  Subscription services are funded separately by family and friends with deposits made into an inmate’s Debit Link account.
