It serves the entire county of Salem County and accepts both male and female inmates, though they are housed in separated housing units.

Several programs are active at the facility to help rehabilitate inmates and to provide them with tools that they can use outside of the jail to improve their lives as well as those of their families. Educational programs are popular, as well as drug and substance abuse treatments, religious programming is present, and diversity training or anger management classes can be attended. With the wide variety of programming, inmates can gain new skills and knowledge that can be applied during any work release or Sheriff based work programs. Involvement in work programs, of which there are a few, can increase the opportunities to find employment outside of the facility after they have completed their sentence, reducing the rates of recidivism.
As an addition tool to reduce recidivism, and to improve the mental health of those who are incarcerated as well as their friends and families, inmates are provided with the opportunity to make collect or prepaid calls during their incarceration.
There is also the opportunity to purchase items needed for clothing and personal care from the commissary, which can be funded or delivered to the inmate.
Visits are also provided, and each inmate may have one adult and one small child visit at a time, if they are listed on the approved visitor list that they provide to the facility. There are specific hours for each housing unit, and visits occur on Sundays, Wednesdays, and Fridays, either from 8:30am to 10:30am, 12pm to 2pm, 3:30pm to 4:30pm or the final hour of 7:30pm to 8:30pm. Visits may be scheduled with the facility or online.
Recently the counties of Salem, Gloucester and Cumberland counties have been discussing building a new 750 bed facility in Salem County, to be run by a anew agency, the Joint County Authority, housing inmates from all three counties.
The construction expenses will be covered by bonding, solely from Gloucester and Cumberland Counties, saving Salem County approximately $8-10 million per year.
Once arrested, the person is taken to Salem County Correctional Facility for booking, a process that confirms identity, assesses charges, and determines if they will be released on their own recognizance, posted for bail, or held until court.
