About the Lackawanna County Prison

Lackawanna County Prison is located in Scranton, PA, and houses all of the locally arrested detainees as well as those who are serving short sentences in the area. It is a full service prison that offers meals that are made on site and provided to all inmates, a commissary to allow inmates to purchase needed items and some extras to make their stay more comfortable, medical care as needed and access to regular medications, several ways to communicate with family and friends who are outside of the prison, and mental health support as required.

To maintain contact with those who are outside of the prison, inmates are able to receive mail and to send responses. All mail is sent through a third party program where it is checked for contraband and scanned into a computer for digital delivery. This has been instituted in an attempt stop drugs and other contraband from entering the prison through mail service.

Visitation has also changed and is not offered only via video systems and operated by GTL, requiring an account on the app or website at lackawannacountypa.gtlvisitme.com/app. Visits can be scheduled during the approved visiting hours, and can be attended online from offsite or at the kiosk in the lobby. There are visiting hours each day of the week, with different housing assignments having a day and time for visits.

To plan a visit it is necessary to know the housing assignment and booking ID for the inmate, with hours being different each day.

  • Sundays are medically cleared inmates, females in special housing, and some general population during the hours of 9am-8pm.
  • Monday has Echo unit from 6-8pm.
  • Tuesday 6-8pm is females in general population.
  • Wednesday is Gulf and Male segregation units.
  • Thursday has male special handling, juvenile females, and DC.
  • Friday is the clinical and DB units.
  • Saturday seeing juvenile males, male maximum security, and DA unit.

 As the facility houses inmates of all ages and demographics, it is necessary to keep minimum security and maximum security separated, as well as keeping juveniles from the rest of the population and maintaining separation of male and female inmates.

The original Lackawanna County Prison, built in the 1890s, was designed to house 250 inmates in approximately 128 cells. The approximate inmate population at the start of construction was 500. The new prison, consisted of the construction of 424 new cells in four towers. In addition, 288 inmates are housed in the new 11,000-square foot minimum security area. The total number of beds now is 1,166.

What happens during booking in Lackawanna County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Lackawanna County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Lackawanna County Prison?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Lackawanna County and other Pennsylvania and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Lackawanna County Prison will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Lackawanna County Prison Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

  Messages can be up to 500 characters long, including punctuation. At the bottom of your message there is a 'character countdown' feature.  
2. After you click the “CONTINUE” button, you can review the cost to send your message to your inmate. You can also attach credits for your inmate to reply to your message.  Be sure to accept the Terms and Conditions and click the “SEND” button for your message to be successfully delivered to your inmate.

1.
  Select the Photos Tab.
2. Select “Take New Photo” or “Upload New Photo”.
3. Take a new photo with your webcam, or select "Choose File" to upload a photo from your computer.
4. Give your photo a Title or add it to the "Gallery" of your choice.
5. Select the "Share" button.
6. Select your inmate(s) and then select "Share".
7. Once the photo is approved, it will be shared with your inmate(s).
