Long Creek Youth Development Center Information

Located in South Portland, the Long Creed Youth Development Center is the only juvenile facility in Maine that is secured, and that operates as a juvenile detention center. It houses those who are up to age 21 who are being held for a court date, or who are being held for the court. It houses those juveniles who are sentenced to a term of detention and they are able to serve their entire sentence at the facility until they have completed it or until they turn 21 years old. Each of the youth will participate not only in schooling to maintain their education during their absence from their regular school, but also will engage in recreation and leisure activities. Encouraging juveniles to find a positive use for free time, such as sports, fitness, wellness, music, art, games, and community projects has seen to improve their results and the risk of future offences. The location operates on restorative justice principles to rehabilitate and address the needs and behaviors of the juveniles, with the goal of each youth fitting well into their community and building a positive and productive future. What happens during booking in Cumberland County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Cumberland County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Long Creek Youth Development Center ?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Cumberland County and other Maine and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Long Creek Youth Development Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Long Creek Youth Development Center Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

VISITATION RULES

  • Juvenile residents committed to the facility by a court for an indeterminate period are allowed two visits a week, and all other residents are allowed visits once a week.
  • All visitors must complete the Maine Department of Corrections Visitor Application Form to be permitted resident visitation. Completed visitor applications verifying the relationship to the resident (e.g., custody order, marriage certificate, birth certificate) are subject to approval by the Juvenile Program Manager. Detained youth will be allowed one visit prior to the submission and completion of a Visitor Application Form.
  • Family visits shall be limited to four people per visit. Exceptions require the written approval of the Superintendent, or designee. All children must be seated within the immediate vicinity of the parents or guardians. Children may not sit unsupervised. Children must remain seated, may not climb on furniture, or disturb other visitors in any way, which includes yelling, screaming, or throwing things.
  • Don't bring anything into the visit. That means nothing but your ID and a key to your car.
  • During contact visitation, a visitor and resident may embrace or kiss briefly at the beginning and end of the visit. Residents and visitors may hold hands during the remainder of the visit. The hands of the resident and visitor must remain visible during the visitation.
  • Unless restricted, a resident may hold their minor children in their lap.

TO SCHEDULE A VISIT

  • Contact the resident's Juvenile Program Manager or Psychiatric Social Worker for Visitation at 207-822-2601.
  • Complete and Submit the Visitor Application Form prior to the resident visit.
  • Video Visitation will continue to be available for those unable to come for In-Person.
  • Arrive 15 minutes prior to the start of the scheduled visit time because the facility staff can not accommodate late visitors.

Newspapers
Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher. You must get permission from facility staff first.

Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate. You must get permission from facility staff first.

Books
The Long Creek Youth Development Center allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted. You must get permission from facility staff first.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Long Creek Youth Development Center standards will be disposed of. 
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.
